Les inspecteurs Lupo et Bernard enquêtent sur le meurtre d'un homme, créateur d'un site Web religieux. Leurs investigations les conduisent, par le biais d'une organisation caritative corrompue, au coeur d'une conspiration visant notamment à salir la réputation de Jack McCoy. Lorsque les deux enquêteurs s'apprêtent à arrêter le principal suspect de cette affaire, celui-ci se réfugie à l'ambassade d'Iran. Il affirme être la victime d'un complot sioniste...
