En juin 1940, Villeneuve, petite sous-préfecture fictive du Jura, est bouleversée par l'arrivée de l'armée allemande. L'Occupation de la France vient de commencer, elle va durer quatre ans. Un câble a été coupé dans l'école communale qui sert désormais de caserne. Les allemands sont furieux après ce qu'ils considèrent comme un sabotage et demandent à la police française de les aider à retrouver le coupable. Alors que Jean, De Kervern et Daniel s'opposent sur le principe d'une collaboration entre police française et l'occupant, Raymond Schwartz hésite à travailler pour les allemands, ce qui le sauverait pourtant de la faillite
