Madame Cutler est retrouvée morte chez elle d'une balle dans la bouche, mais les enquêteurs ne constatent aucune trace d'effraction. Son mari, William, demeure introuvable dans un premier temps. On le retrouve plus tard dans son bureau, où tous ses collègues ont été abattus. Après avoir tiré sur un agent de sécurité, Cutler a littéralement perdu la raison et pris une femme en otage. Apparemment, l'homme n'aurait pas supporté qu'une promotion professionnelle lui échappe. Jim Brass, dans le rôle du négociateur, essaie de raisonner le forcené
