Douglas Roberts, architecte, revient à San Francisco pour l'inauguration du plus grand gratte-ciel du monde, qu'il a lui-même conçu. Suite à un court-circuit, provoqué par une installation électrique défaillante, un incendie se déclare dans l'immeuble en verre et en béton au moment même où la cérémonie bat son plein au 135e étage. Alors que le feu se propage, détruisant tout sur son passage, Michael O'Hallorhan, capitaine des pompiers, tente de sauver les trois cents invités piégés par les flammes
