Raymond Avilla est un jeune sergent de police. Fraîchement sorti de l'académie, il est promu aux affaires internes, la police des polices. Sa première affaire concerne Van Stretch, un officier accusé de violences et de falsification de preuves. Très vite, Avilla se heurte au coéquipier de Stretch, un certain Dennis Peck, flic aux états de service remarquables et très influent auprès de ses collègues. Mais Avilla s'aperçoit rapidement que derrière l'officier modèle se cache un dangereux «ripou»
