En débarquant sur une plage de Miami, un réfugié cubain est victime d'une mine terrestre. En examinant les lieux, l'inspecteur Tripp échappe de peu à un second engin explosif dissimulé dans le sable. Les experts vont tenter de comprendre comment ces mines ont pu arriver là. Trois enquêtes vont ainsi les mener à un clandestin, un sniper cubain et au client d'un bar qui poursuivait Delko pour coups et blessures
